Jobs for Delaware Graduates (JDG) was organized in 1979 as a private, non-profit corporation designed to prepare at-risk high school seniors to transition from school to work. School personnel and the Delaware Private Industry Council encouraged JDG to expand the program to include students in grades 9, 10, and 11. In 1992, JDG piloted a Five-Year classroom program for students in Grades 9 through 12, plus one year of work placement and training follow-up after graduation. JDG established a partnership with James H. Groves Adult Educational locations in 1989 to provide services to out-of-school youth. In 2002, the Department of Services for Children, Youth, and Their Families contracted JDG to provide programs in the Ferris School for Boys and New Castle County Detention Center. JDG expanded once again in 2005, partnering with the Department of Labor and James H. Groves High Schools to initiate a "pilot program" targeting Out-of-School Youth, 16-21 years old, from Kent and Sussex counties.
